Reidgard controls entire violent mobs and gains power with every death they inflict. He incites people to kill others, occasionally under magical compulsion. He has been planning and helping personally with assassinations for decades.

Reidgard is less powerful and less wealthy than a good deal of other clerics. He has the patience, persistence, and willingness to coordinate a large organization, so he's the high priest in Ardarr-Norr. He throws around the weight of zealots who live in desperate violent confusion and serve as his willing pawns.
The halfling has been faithful to the House of Knives for as long as he can remember. His family and family friends made a great deal of sacrifices to teach him the doctrine and make him more powerful from it. His clan has achieved immense favor with the church, but they have permanently lost hope of belonging openly to a lawful society. Reidgard has doubled down on his illegal quest for power by horning in on the local larcenous cashflow, as a comptroler and coordinator.
He keeps the guild welcoming to outside freelancers, and devotes actual attention to guild members to help them with specific obstacles to lucrative projects. He has a good deal of wealth to invest in thieves who have sworn loyalty to him. If he ever wants to end competition with violence, he has the power to do so with extreme speed and gruesomeness. Reidgard's superior priests give him a lot of mentoring, and inform him when other faiths are considered allies and when their rituals are deemed profane. On new moons of Veshemo, the temple of the vengeful one will hold a grudge mass, where targets of vengeance are killed during a temple service. This sacrifice gives all participants a rush of power.
